Every guest heading home to Chicago, New York or Florida from a Niagara holiday faces the same quiet choice. Fly from Toronto Pearson, where Pearson US preclearance means you meet American officers in Ontario before boarding, or cross the Niagara River by car and fly a domestic flight out of Buffalo. Both put you through US Customs and Border Protection (CBP). The difference is where, when and how much driving sits on either side of it.
At NiagaraFallsLimo.net we drive both runs every week, so here is the comparison we give guests who ask the desk, with the official rules as of October 2026.
What is US preclearance at Toronto Pearson?
US preclearance means CBP officers inspect you at Toronto Pearson, in Terminal 1 or 3, before a US-bound flight, so you land in the US as a domestic arrival. From Niagara Falls, Pearson is about 125 km (78 mi), usually 1 h 35 off-peak; NiagaraFallsLimo.net's booker shows the fixed fare.
CBP's preclearance page lists Toronto Pearson among ten Canadian preclearance airports and says travellers bypass CBP and Transportation Security Administration inspections on arrival in the United States. In practice you walk off the plane in Chicago or Atlanta and head straight for your connection or the exit.
Two places to meet US customs
Think of the US border as something you must cross once on the way home. You can do it:
- In a terminal at Pearson, as part of check-in and security, then board a flight that arrives as if it were domestic; or
- On a Niagara bridge in the car, then check in at Buffalo Niagara International Airport (BUF) for a flight that is already domestic.
Neither is automatically faster. Pearson adds a longer drive and a big-airport process. Buffalo adds a land crossing whose queue nobody can predict. Which one costs you less time depends on the day, the hour and who is travelling.
How preclearance works on the day at Pearson
At Pearson, US-bound passengers check in, drop bags, go through security and then pass US immigration and customs in the dedicated preclearance area of their terminal before reaching the gate. CBP lists preclearance in both Terminal 1 and Terminal 3, with hours shown on its page as 3:30 a.m. to 9:00 p.m. Your airline decides which terminal you use; check your booking.
Some practical points for Niagara guests:
- Give the airport extra time. Preclearance is an extra step after security. Follow your airline's advice on arrival time for US flights, which is longer than for a domestic Canadian flight.
- Everything you bought in Canada is declared to US officers in Toronto, not on arrival in the US.
- Cannabis remains illegal to take across the border in either direction, and preclearance is a border.
- Checked bags travel through preclearance with you, so a connection in the US is simpler.
The drive matters as much as the airport. From the Fallsview hotels to Pearson is about 121 to 126 km (75 to 79 mi) along the Queen Elizabeth Way (QEW) and Highway 427, usually 1 h 35 off-peak. On a weekday afternoon or a summer Friday, allow two hours or more. Our Pearson airport transfer page has terminal drop-off details, and the post on leaving Niagara Falls for an early Pearson flight covers timing.

Flying from Buffalo: the border happens in the car
Buffalo Niagara International is much closer. From Fallsview it is about 44 km (28 mi) via the Rainbow Bridge, roughly 50 minutes before any queue, or about 55 km (34 mi) via the Peace Bridge. The chauffeur crosses the bridge with you, stops at the primary inspection booth, and each passenger answers the officer and shows documents. Once through, the rest of the drive is on Interstate 190 and Interstate 290.
At BUF there is no customs step at all, because the flight is domestic. You check in, clear TSA security and board. For a US citizen or a Canadian with a passport or NEXUS card, that can make for a short airport visit.
The catch is the bridge. CBSA publishes no averages, CBP shows only live estimates, and a queue that is ten minutes at breakfast can be much longer on a Sunday afternoon. Our Buffalo airport transfer page and the post on border timing for a Buffalo flight explain how much buffer to build in, and the Rainbow Bridge guide covers the crossing itself.
Billy Bishop now preclears too
Since 10 March 2026, Billy Bishop Toronto City Airport (YTZ) has offered US preclearance for every US-bound passenger, according to the airport's preclearance page. The airport notes a CBP user fee of CA$22.50 per US-bound passenger in its first year, collected by the airline in the ticket price as of 2026, and CBP lists the facility's hours as 6:00 a.m. to 8:00 p.m.
From Niagara Falls the island airport is about 127 km (79 mi), close to 1 h 35 off-peak, ending at the mainland pavilion on Eireann Quay where passengers walk the tunnel or take the short ferry. It suits travellers whose airline flies from there; see the Billy Bishop transfer page.
Which traveller fits which airport
There is no single right answer, but these patterns hold up.
Lean towards Pearson preclearance when:
- Your flight only exists from Toronto, or the fare and schedule are far better there.
- You are connecting in a US hub and want to land as a domestic arrival.
- You are travelling on a Visa Waiver Program passport and would rather deal with US entry formalities in an airport than at a land booth.
- The trip falls on a long-weekend Sunday or Monday, when the bridges are at their busiest.
Lean towards Buffalo when:
- You are a US citizen or a Canadian with straightforward documents and a nonstop from BUF.
- You are leaving on a quiet weekday morning, which CBSA itself describes as the best time to avoid waits.
- You want the shortest drive: 44 km against 125 km.
- You are staying on the US side already, perhaps in Niagara Falls, New York.
If you landed at Buffalo, flying home from Buffalo keeps everything symmetrical; if you landed at Pearson, our post on the best airport to fly into for Niagara Falls weighs the arrival side.
Documents: the same rules, a different booth
Wherever you clear, CBP applies the same entry rules. A few differ in how they feel on the day:
- Visa Waiver travellers need an approved ESTA for air and land. At a land border, those who need an I-94 receive it electronically; CBP's I-94 page encourages applying in advance through the CBP Link app, and the land-border I-94 fee is US$30 as of 2026.
- Canadians may enter the US by land with a passport, NEXUS card or enhanced driver's licence; when flying, a passport is the norm.
- Dual Canada-US citizens must enter on their US passport, according to Global Affairs Canada's US travel advice.
- Non-citizens, including Canadians, may be photographed on entry and exit at US land ports under a rule that took effect on 26 December 2025.
Our documents for entering the USA page has the full list, and the post on ArriveCAN and border apps in 2026 explains which apps matter in each direction.
Chauffeur vs rideshare vs taxi for this trip
| Mode | Door-to-door time from Fallsview | Cost note | Luggage | Best for |
|---|---|---|---|---|
| Pre-booked chauffeur to Pearson | About 1 h 35 off-peak; 2 h+ at peak (125 km) | Fixed fare via booker, shown before you pay | Up to 6 large bags in an SUV | Families, early flights, heavy luggage |
| Pre-booked chauffeur to Buffalo | About 50 min plus the bridge queue (44 km) | Fixed fare via booker | Same | Short drive, cross-border with your driver |
| Rideshare to Pearson | Similar drive time | Surge pricing | Depends on the car | Solo travellers with light bags |
| Rideshare to Buffalo | Uncertain; many drivers will not cross | Surge pricing | Depends on the car | Rarely suitable for this run |
| Taxi | Similar drive time | Metered | Trunk space | Short local trips; ask before a border run |
| Train and bus to Pearson | Longer, with changes at Union Station | Published fares | What you can carry | Light travellers on a budget with time to spare |
The honest verdict: a solo traveller with a carry-on, flying from Pearson in the middle of the day, can manage perfectly well by GO train to Union Station and the UP Express to the airport, or by rideshare. For Buffalo, a rideshare is a poor bet because so many drivers do not cross, and Niagara Falls International Airport warns travellers about exactly that. A pre-booked chauffeur is the strongest choice for a family with car seats and large cases, for a pre-dawn departure, or for anyone who wants the same driver to handle the bridge and wait if the queue is long. The full chauffeur vs taxi vs rideshare guide sets out the trade-offs.
Booking it with NiagaraFallsLimo.net in 3 steps
- Enter the hotel and the airport. Choose Toronto Pearson, Billy Bishop or Buffalo Niagara as the drop-off, with the date, the pickup time and your flight number.
- Choose a vehicle class. Each shows its fixed fare; an SUV takes up to six passengers and six large bags.

If you are crossing to Buffalo, the cross-border car service page explains what happens at the bridge.
Who it suits
Individuals on business usually pick the airport with the better flight and let the drive follow. Couples ending a Niagara-on-the-Lake weekend often prefer Buffalo for the shorter ride, unless it is a holiday Monday. Families with young children tend to value Pearson's preclearance for a US connection, because landing domestic means one fewer queue at the far end with tired children. Groups in a Sprinter, with carry-on bags only, can go either way; a large group crossing a bridge simply means more passports for the officer to read.

Frequently asked questions
Which Pearson terminals have US preclearance?
CBP lists preclearance in both Terminal 1 and Terminal 3 at Toronto Pearson. Your airline determines the terminal, so check your booking. US-bound passengers pass US immigration and customs after check-in and security, before reaching their gate.
Is it faster to fly to the US from Buffalo or Toronto?
It depends on the day. Buffalo is about 44 km from Fallsview against roughly 125 km to Pearson, but the bridge queue is unpredictable. On a quiet weekday morning Buffalo often wins; on a long-weekend Sunday or with a US connection, Pearson's preclearance can be the calmer option.
Do I go through US customs again when I land after preclearance?
No. CBP says preclearance lets travellers bypass CBP and TSA inspections on arrival in the United States. You leave the aircraft as a domestic passenger and go straight to your connection or baggage claim.
Does Billy Bishop airport have US preclearance?
Yes. Since 10 March 2026, Billy Bishop Toronto City Airport has offered CBP preclearance for every US-bound passenger. The airport lists a CBP user fee of CA$22.50 per US-bound passenger in its first year, collected by the airline in the ticket, as of 2026.
Do I need an ESTA if I cross by land to fly out of Buffalo?
If you travel on a Visa Waiver Program passport, yes. CBP requires an approved ESTA before you reach a US land border. If you need an I-94, CBP encourages applying in advance through the CBP Link app or the I-94 website; the land-border fee is US$30 as of 2026.
How early should I leave Niagara Falls for a Pearson flight to the US?
Work back from your airline's recommended arrival time for US flights, then add about 1 h 35 for the drive, plus a margin for traffic: allow two hours or more on weekday afternoons and summer Fridays. The desk can suggest a pickup time when you book.
Can the chauffeur wait if the bridge queue is long?
The chauffeur stays with you in the queue, because you are in the car together; that is how a cross-border transfer works. What nobody can do is shorten an inspection, so build the buffer into your pickup time rather than relying on a fast crossing.
